is going to break it down for us. what do these plans do with all that money? >> first off, the $50 billion infrastructure program would rebuild or build 150,000 miles of road, 4000 miles of railroad track, 115 miles of airport runways. essentially, that would be paid for with taxes on the oil and gas industries. it's a six-year program, no new jobs created immediately, and much of the criticism is that it is essentially a payoff to the unions. there is a second plan to be unveiled tomorrow, the "wall street journal" saying that this is a $200 billion plan, $200 billion worth of tax breaks for businesses. it would speed up the writeoff, for example, bill, you spend $10,000 on a computer right now, and immediately, that $10,000 comes off your business income, taxable business income. overall, no new jobs created immediately, some say that this is the president scrambling because his polls on the economy are looking very, very bad, and both of those plans would require a vote in congress, which is not likely. bill: wow, so here we are, post labor day. i can't think of a bigger issue in the co

're in the parking lot outside the w hotel where the victim was discovered this morning. neighbors showed us these tickets found here to give us some insight into the labor day party that ended in gunfire. police say a relative found the body of 26-year-old julius hubes. hubes was next to a wall near some bushes. >> there was a series of between five and 10 gunshot, very rapid fire. and then some very angry words then they used an expletive that wasn't a racial expletive that you don't want to hear. >> reporter: we found this picture of the pool party on faceback, faceback. >> when you have that many people into one area, i'm just thinking, there's going to be trouble tonight. >> reporter: up to 500 people were at the party when officers responded to the shooting. the hotel management asked them to disperse the crowd. they asked freemont and union city police officers for help. >> at that time no victims were reported or reported by area hospitals. >> reporter: the coroners office told us tomorrow an autopsy will be conducted to find out what killed hughes. >> that's sad. because this poor

they put up there and officials tell us that anywhere from 200 up to 600 gallons of oil they believed was spilled into the petaluma river they put up this containment boom to keep it from spreading into new areas while they try and clean up this mess. a official say this is what caused the oil spill, a 90-ton tugboat sticking out of the petaluma river making gallons of oil from its hole and they discovered that spill after getting a call at 8:18 this morning's. >> we noticed a large dark substance this morning. >> reporter: eye this afternoon to sheen had sped along a two and a half mile stretch of the river and they put down booms and put pads into the water to soak up the mess. the california department of fish and game says the river does have endangered wildlife such as salmon and frog's. >> we have identified three areas of large to normal concern that being adobe creek in the area around the alice creek treatment plant. >> near the spill site crews tore apart of the boat investigators say an alameda- based company had been dismantling the tub for scrap metal. they had one boom

the oil began to leak. the u.s. coast guard says it will resume its search later this morning for a woman that placed a may day call in the waters off the coast of tiburon. they conducted searches from the richmond san rafael bridge and to angel island but failed to locate the caller. officials also broadcast alerts to marine traffic in the area. >> it's now 5:05. investigators will resume their search for a fifth day this morning looking for a body that may have been dumbed at a pittsburgh landfill. they're focussed on a one-acre stretching hoping to find clues that led to the whereabouts of frederick salas. he may be the fifth victim in the string of murders all at the hands of valdemoro. police say so far the tedious search has yielded just one clue and it's not much. >> the only thing they have found is a piece of letterhead that had a hercules dress but it's not related to this case. >> investigators are searching in the right area where trash from hercules was dumped. possibly the same trash from the business park where valued marrow once worked and where the car he had was abandone

looking for a man believed to be the fifth victim. ken makovec shows us it is a painstaking process. >> reporter: it is day four of the search through the keller canyon landfill here in pittsburgh. authorities are searching for any sign of the whereabouts of 35-year-old frederick sales. they process they are using is first going through with an excavator to loosen up some of the compacted trash and then two dozen volunteers go through that trash by hand. here is a picture of the man they are looking for, frederick sales who father was found beaten to death. they believe it was volunteer demar oh who killed him. he has been charged with the killing of three other people including his ex-girlfriend and two women in their 60s, one of whom he lived with on and off. he was shot and killed by officers last week. they are searching this dump because a car val die more oh often drove was found near some dumpsters and their contents were dumped at this landfill. again, this was day four of the search, authorities believed they will have one or two more days worth of garbage to sift through.

's get another check of traffic and weather. elizabeth, how's it looking? >> chopper 5 is with us now. and they are showing us how great it looks across the richmond/san rafael bridge. they are heading west to the scene of that earlier brush fire out of san rafael. it was reported southbound 101 at sir francis drake. fire crews were blocking lanes at 4:00. as you can sees across the span of the bridge out of richmond traffic is great. no issues. just behind the sound wall near sir francis drake boulevard. we got off the phone with the chief of the fire department and the fire is out. fire crews are off to the shoulder but no longer blocking any lanes. out to the san mateo bridge, everything looks great. 14 minutes in the commute direction of westbound 92 towards the peninsula. that's your traffic. here's lawrence with your forecast. >> temperatures really cooling down outside around the bay area, elizabeth. good old low clouds and fog starting to make its way back onshore. you see some of those patches sneaking inside the bay now but all along the coastline more of that throughout the

. the incident near hopper street us a can see here on the map as we zoom in to it for you. allen is live in petaluma tonight with more on salvage operation. really gone wrong. >> yes dan. out here at the marina some kayaker were complaining that they had to dodge huge tar ball earlier this morning but tonight most of that slick has either dissipated or evaporated. glob of oil floated out toward the bay at low tide around six this evening. the remnant of what petaluma resident say was large oil slick that stretched from shore to shore as it moved through this slew. 8:00 o'clock this morning the department of fish and game says this old tug boat being chopped up for scrap metal and leaked between 200 and 600 gallon of oil. the owner of the tug apparently knew it was leaking because he already had an oil boom around it. but the department of fish and game says this morning flood tide swept the oil out into the estuary creating oil slick 2 and a half miles long. resident say these are extremely sensitive wetlands. >> last week i saw couple river otters. usually it is a few shore birds
